Well i am not on steam beta and the mods i subscribe too do not download so i tried to install them manually in the mods folder etc and they still do not show up when the game starts. My game was not downloaded via steam it is external. Ah, unfortunately for you, steam doesn't fully support external copies of games. Some Steam users that are trying to download mods from Steam’s Workshop are reportedly having problems subscribing to mods. In most cases, the mod is not getting registered for download or don’t appear inside the download queue. I have an issue when I subscribe a mod from Workshop it doesn't initiate the download. If it does initiate it, it shows up in downloads but doesn't progress at all. If I restart Steam the download is gone and nothing happens. I have created 'mod' directory into my /documents/Paradox Interactive/Crusader Kings 2/ and I'm sure that I have read and write permissions there as well. After subscribing to Workshop items in Steam, the items appear in-game under Steam Workshop, but not under Mods. Therefore, I have no access to the on/off switch for the items and I am fairly certain that they have not been downloaded.

The only way to download and install mods for the standalone version is to get them from the downloads section of the Klei forums. Here's a handy how-to for installing mods from the Klei forums. If the mod is only available on Steam and not on the Klei forums, you may have to contact the mod creator and ask if he or she can put it on our forums. Just thought I would share some advice for an annoying bug with Skyrim and the Steam Workshop not working as intended, as I think it's a common problem but I can not for the life of me find people talking about it. I had subscribed to a good 40+ mods in the workshop but whenever I would start the game the mods would never install. The recent Skyrim updates have messed up the Workshop Mods. First go into workshop, and Favorite all your mods. After an hour of searching I finally came across several different threads that all mentioned the mods download through Steam's Download queue. Since I work from home from time to time, I had scheduled Steam to download while I sleep. The problem appears to be what I suspected - Steam Client going into a loop over d/l, not d/l or updating and validating hidden mods. And this seems to coincide with the mass banning of mods starting last year on the workshop as I have 90+ such workshop IDs now.
